About Resilient Sydney

Resilient Sydney is a City of Sydney-led initiative bringing together all 33 councils across Greater Sydney, alongside NSW Government, business and community partners, to plan for a region of more than 5.6 million people. Founded in 2015 as part of the Rockefeller Foundation’s global 100 Resilient Cities program, it’s now part of the worldwide Resilient Cities Network, one of the most significant coordinated resilience efforts in Australia.

ReCo was engaged to refresh Resilient Sydney’s brand and build the editorial design system behind its strategy, carrying it through into launch promotional material, an event at Sydney Town Hall, and a full brand kit for ongoing use.

The brief: clarity, brand system and engagement

  • Refresh Resilient Sydney’s brand look and feel for a global initiative operating at public scale

  • Build a design system that could carry four dense resilience strategies without losing the reader

  • Design promotional material and a flagship launch event at Sydney Town Hall

  • Build a brand kit, including Word, PowerPoint and ongoing strategy templates, the team could keep using independently

01 Refreshing the brand for a bigger stage

Resilient Sydney’s brand needed to do two things at once: stay credible to NSW Government, 33 councils and international partners in the Resilient Cities Network, and still feel approachable to a small business owner reading a strategy summary for the first time.

We refreshed the look and feel to hold both, sharpening the visual identity so it read as authoritative without tipping into the kind of dense, bureaucratic design that gets a report shelved unread.

02 A design system for four strategies

The real challenge sat in the volume of information. Resilient Sydney’s strategy spans four pillars, each carrying its own dense mix of data, policy and community input.

Rather than laying that out as a conventional report, we dissected the content pillar by pillar and rebuilt it as editorial: clear hierarchy, considered pacing, and a visual system built to hold complexity without losing the reader partway through.

That system had to work at every scale, from a full publication down to a one-page summary, and stay consistent whether it was read by a councillor, a resident or a partner organisation.

03 Launch: promotional material and the Sydney Town Hall event

We designed the promotional material that carried the new brand into public view, then extended it into a full event design for the strategy’s launch at Sydney Town Hall, bringing councils, government and community partners together under one shared visual identity for the first time.

04 A brand kit built to last

A one-off launch wasn’t the goal. We built Resilient Sydney a full brand kit, including a Word template, a PowerPoint template and an ongoing strategy template, so the team could keep producing on-brand reports, presentations and updates independently, well beyond the original engagement.

Project impact

  • Refreshed the brand for an initiative spanning all 33 Greater Sydney councils

  • Built one editorial design system to carry 4 distinct resilience strategies

  • Delivered the launch event design for Resilient Sydney at Sydney Town Hall

  • Built a self-service brand kit (Word, PowerPoint and strategy templates) the team still uses

  • ReCo continues to support Resilient Sydney beyond the original 1-year engagement

Key takeaways for government communication

  1. Dense information needs editorial thinking, not just design: dissecting the content before laying it out is what makes a technical strategy readable.

  2. A brand has to flex without breaking: the same system has to hold up whether it’s read by a government partner or a small business owner.

  3. Launch moments earn a brand its first impression: a well-designed event gives a rebrand a real-world debut, not just a press release.

  4. Templates are what make a rebrand stick: a brand kit only works if the team can keep using it without needing a designer every time.

Government project brand systems: FAQs

How do you design a brand for a government initiative?

You design for the widest possible reader, not the most senior one. Resilient Sydney’s brand has to satisfy NSW Government and international partners while still making sense to a resident skimming a summary. We built the system around clarity first, so it holds its credibility at every level without needing a different version for each audience.

How do you make a dense government strategy readable?

Treat it as editorial design, not document formatting. We dissected Resilient Sydney’s four strategies pillar by pillar before laying anything out, so the structure of the content, not just its styling, is what makes it easy to follow. Hierarchy, pacing and a considered visual system do more for readability than a fresh coat of design ever could.

What’s involved in designing a launch event like the one at Sydney Town Hall?

Carrying the brand off the page and into the room. The Sydney Town Hall launch needed the same visual identity as the printed strategy to show up consistently across signage, presentation design and the space itself, so the event felt like the natural debut of the brand rather than a separate production.

Why build a brand kit instead of just delivering final files?

Because the work doesn’t stop at launch. Resilient Sydney needed to keep producing reports, presentations and updates long after our engagement, so we built Word, PowerPoint and ongoing strategy templates that let the team stay on-brand without needing a designer for every new document.

Why keep supporting a client a year after the project wrapped?

Because public-scale work keeps evolving. Resilient Sydney’s strategy and stakeholders shift over time, and ongoing support means the brand and content system can keep pace with that instead of ageing out the moment the original engagement ends.
